Feb 26, 2016 -New Mexico Adopts Laws on Veteran’s Aid – see article

California DVBE (Disabled Veteran Business Enterprise) Certification – The DVBE program is California-specific and is used to do business with the state under the laws governing the state’s 3% DVBE contracting goals. This certification is completed through the California Department of General Services (DGS).

Illinois Veteran Businesses Program (VBP) – Through the Veterans Business Program (VBP), state agencies and universities are encouraged to spend at least 3% of their procurement budgets with certified Veteran-owned businesses.  The certification is completed through the Illinois Department of Central Management Services (CMS).

Indiana VBE Program -Indiana’s VBE Program provides additional economic opportunities by setting a goal of at least 3% of the state of Indiana’s competitive contracts for purchase of goods and services to Indiana veteran-owned businesses. The goal is to help men and women who return home after serving their country to start or expand their own business.  The certification is completed through the Indiana Department of Administration (IDOA).

Maryland Veteran Owned Small Business (VOSB) Program – Effective July 1st, 2012, each Maryland state agency must structure its procurement procedures to try to achieve an overall minimum of 0.5% of its total dollar value of procurement contracts to be made up directly or indirectly from veteran-owned small businesses. This certification is completed through the Maryland Department of Veteran Affairs.

Michigan Service-Disabled Veteran Program – Under  Public Act 91 of 2005, businesses owned by qualified service-disabled veterans get up to a 10% pricing preference.  PA 91 also establishes a goal of awarding 3% of total state expenditures for goods, services, and construction to qualified service-disabled veteran-owned companies. PA 133 of 2008 has now raised that goal to 5%.  This certification is completed through the Michigan Department of Technology, Management, and Budget (DTMB).

New York Division of Service-Disabled Veterans’ Business Development – The Service-Disabled Veteran-Owned Business Act, signed into law by Governor Andrew M. Cuomo on May 12, 2014, allows eligible Veteran business owners to become certified as a New York State Service-Disabled Veteran-Owned Business (SDVOB) in order to increase participation in New York State’s contracting opportunities. The Act creates the new Division of Service-Disabled Veterans’ Business Development (DSDVBD) within the New York State Office of General Services for the establishment of a statewide certification program.

Texas Procurement Opportunities – Texas doesn’t have a veteran or service-disabled veteran owned business certification at the state level, but has a large number of veteran or service-disabled veteran owned businesses.  The Alliance is excited to begin its national push in the state of Texas and our legislative team will work to introduce and pass a certification program similar to that in place in California and other states.  That being said, this will take time, and our immediate focus is on supporting the businesses already in place in Texas.

SDVOSB (Service Disabled Veteran-Owned Small Business) Certification – The SDVOSB program is the federal version. It is used to do business with the federal government under the laws governing their 3% contracting goals. This certification is obtained through the self-certifying SAM (System for Award Management) portal.

Washington State Veteran Owned Business Program – Washington State agencies have been asked by Governor Jay Inslee to do 5% of their purchasing from Veteran or Service member Owned Businesses.  By linking the WDVA Certified Veteran and Service member Owned Business list to WEBS (Washington’s Electronic Business Solution), state agencies will now have a way to identify WDVA (Washington Department of Veteran Affairs) Certified Businesses and keep track of how they’re doing toward their purchasing goals.

It will also help private businesses and citizens across the state with easy access to veteran business information through the list of WDVA Certified Veteran or Service member Owned Businesses in their communities.

And it makes you eligible to apply for the Veterans Linked Deposit Program which can improve access to capital for certified Veteran and Service member Owned Business enterprises by decreasing interest rates on small business loans up to 2%!

CVE (Center for Verification and Evaluation) Certification – The CVE program is the VA version. It is used to bid on VA contracts and is often used by businesses seeking to meet diversity goals with verified veteran-owned businesses that are registered in SAM. However, this certification may take longer to obtain than the other two and is not required to bid on contracts with the California Government or Federal Government.
